In a political sense, independent corruption could describe corrupt practices that operate outside the central state apparatus, but still affect governance. A few key ways this can happen: Local/Decentralized Corruption – Regional officials, mayors, or municipal councils might engage in corrupt activities even if the central government isn’t directly involved. This creates a patchwork of corruption that doesn’t depend on a top-down system.
