Should civil servants be spared for their dishonesty?

The Police Service Commission (PSC) on Wednesday explained why AIG Idowu Owohunwa, CP Benneth Igwe, DCP Simon Lough, and 191 other officers who were retired over alleged age falsification may not be reinstated. Regardless of these, I think their motives were because of late opportunities. Should there be minimal penalties?
