Should China join nuclear arms talks now that the US–Russia treaty has expired?

With the New START treaty expired, fears of a new nuclear arms race are rising. China says its arsenal is far smaller and won’t join talks “at this stage.” Should Beijing step in now, or stay out until the big powers act first?
