Is it right for a leader to say he has haters openly?

'My haters using roads, water I provided’ – Wike The Minister of the Federal Capital Territory, FCT, Nyesom Wike, on Friday said his enemies are making use of the projects he executed in the capital city. Wike said his haters and blackmailers use the roads, water and other infrastructures provided by his administration. I believe that it was the government's money that was used to accomplish all these things he mentioned. Was it proper to have said"haters" while addressing his achievements?
