Can you blame doctors for going on strike everytime?

Resident doctors are threatening a nationwide strike because they are facing severe unpaid allowances and growing physical attacks in hospitals. They say they are "under siege" and simply cannot save lives when they are broke and unsafe at work. But a strike means regular people lose access to healthcare.
