Can economic reforms be called “progress” if people aren’t feeling it yet?

After @orji-uzor-kalu praised @bola-ahmed-tinubu's reforms, the Nigeria Democratic Congress pushed back, saying the reality on the streets tells a different story. Is progress only valid when citizens actually feel it?
