Can economic reforms be called “progress” if people aren’t feeling it yet?

After Orji Uzor Kalu praised Bola Ahmed Tinubu's reforms, the Nigeria Democratic Congress pushed back, saying the reality on the streets tells a different story. Is progress only valid when citizens actually feel it?
