Saleh Abubakar is a seasoned Nigerian administrator and civil servant, currently serving as Director-General of the National Agency for the Great Green Wall (NAGG), appointed in July 2024. A native of Bade LGA in Yobe State, he holds a B.Sc. in Political Science from ABU, Zaria. With decades of leadership in state administration—including serving as Head of Civil Service of Yobe State—he now oversees implementation of national land restoration and climate resilience programs across Sahel zones.

Professional Background
Saleh Abubakar joined the Borno State Civil Service in 1983. In 1984, he served at the Ministry of External Affairs before returning to civil service in 1989. After Yobe State was created in 1991, he held multiple senior administrative roles—rising through positions such as Director of Administration, Deputy Permanent Secretary, and Chief of Staff. In April 2017, he was appointed Head of Civil Service of Yobe State, a position he held until his federal appointment in 2024 . In July 2024, President Tinubu selected him to lead NAGGW, the federal agency responsible for implementing Nigeria’s Great Green Wall strategy across frontline Sahel states.
