Emmanuel Paulker is a Nigerian politician and biochemist who served as Senator for Bayelsa Central from 2007 to 2019, under the PDP banner. A former state commissioner for Lands and Housing, he chaired Senate committees on upstream and downstream petroleum and played a central role in sponsoring the long-awaited Petroleum Industry Bill. His legislative agenda included advocacy for Niger Delta compensation and national security reforms.
