Biobelemoye Charles-Onyema

Barr. Mrs. Biobelemoye Onyema-Charles is a senior Bayelsa State civil service officer who served as Head of Service until her retirement on 31 August 2025. Having served more than two decades in the service, she became known for her insistence on professional standards, insistence on valid educational qualifications for promotions, and her public messaging around integrity and diligence in civil service. Her leadership has been praised by officials, including Governor Douye Diri, as exemplary, particularly in fostering moral and ethical conduct among civil servants.
