FG: Why kidnappers, terrorists are hard to trace despite NIN-SIM linkage

Six years after the NIN-SIM linkage was introduced to curb insecurity, kidnapping and terrorism remain major challenges. NIMC DG Abisoye Coker-Odusote said criminals often avoid detection by using victims' phones instead of their own and suggested some kidnappers may not be registered in Nigeria's NIN database.
